Sexual Offence in Norway and the Need for Treatment Programs for Sexual Offenders

Hans-Jørgen Wallin Weihe

Royal Norwegian Correctional Service, Oppland County, (Kriminalomsorg i Frihet i Oppland), Box 183, 2801 Giivik, NORWAY

Few rehabilitation programs have been effective for sex offenders in Scandinavian countries. In contrast, the number of treatment programs in the USA has rapidly increased. The author discusses necessary variables when considering the need for sex offender treatment programs; the number of offences; recidivism; and the higher number of physical and emotional problems associated with the offender population.
