Reformatory Education in Chinese SocietyUniversity of Missouri-Columbia, 301 Hill Hall, Columbia, Missouri 65211, U.S.A. This paper analyzes institutional procedures in the People's Republic of China, Taiwan and Hong Kong with respect to issues of offender and relative stigmatization, organizational rationality and educational quality. It argues that while current political orientations sharply influence the institutional culture in each of the areas surveyed, constructive solutions to common institutional problems remain elusive.
